On May 21, Representative George Miller met with Chie Abad, a former Saipan garment worker in a GAP-contracted factory who was in Washington, DC, to speak at a screening of Behind the Labels: Garment Workers on U.S. Saipan, a powerful new documentary which portrays the abusive working and living conditions garment laborers face in the Northern Marianas, including its largest city, Saipan. Representative Miller, who has authored legislation that would address labor expoitation in the Northern Marianas, sponsored the screening.
In July 2001, Representative Miller reintroduced HR 2661, the United States-Commonwealth of the Northern Marianas Human Dignity Act. It extends US immigration and minimum wage laws to the territory and includes a provision to preserve the integrity of the "Made in the USA" label by requiring that it only be allowed in garments made in compliance with all US labor practices. Although originally introduced five years ago, the bill has faced stiff opposition from House Republican leaders who have refused to grant the bill a hearing.
