Full History of the No Child Left Behind bill
Congressman George Miller

BUSH’S BROKEN PROMISE TO AMERICA’S STUDENTS:
    $40 BILLION AND COUNTING

President Bush has consistently broken his promise to fully fund the No Child Left Behind law. The left column of the table below shows the amount schools need to fully pay for the requirements of No Child Left Behind, like a high quality teacher in every classroom. The center column shows the amount schools actually got from President Bush and Republican leaders in Congress. The right column (in red) shows the amount that students were shortchanged.

Congressman George Miller, left, watches as President Bush signs the historic No Child Left Behind education bill into law. As one of the four co-authors of the bill, Miller was invited by President Bush to join him for the signing ceremony in Hamilton, Ohio on January 8, 2002. With him are Senator Edward M. Kennedy (D-MA), Education Secretary Rod Paige, and Representative John Boehner (R-OH), chairman of the Education committee. Sen. Judd Gregg (R-NH), the four co-author is standing behind Chairman Boehner. More than three years since the bill was passed, Miller said he remains proud of the law but is greatly disappointed by the failure of the President and Republican leaders in Congress to adequately fund it and propoerly implement it.
